Lucas is a highly experienced project development and finance professional with a solid track record working together with various stakeholders to bring landmark infrastructure projects to fruition. Lucas served an instrumental role in raising over $3 billion of debt for two S&B USA Concessions P3 projects: the Fargo-Moorhead Diversion Channel (2021) and the PennDOT Major Bridges Program (2022). Prior to joining Shikun & Binui, Lucas contributed to the realization of over $5 billion in investments in transportation infrastructure P3 projects in North America and Latin America. Lucas graduated from the University of Texas with a MS in Transportation Engineering and Escuela Superior Tecnica del Ejercito with a Civil Engineering degree.

Sam has over 15 years of experience in global construction and project finance transactions. As the Head of Infrastructure Investment for S&B USA Concessions, Sam is responsible for the business development efforts of P3 infrastructure projects. Sam has a JSM in Law and Finance from Stanford University and a BA in Law from Australian National University.

Benjamin is responsible for developing Public Private Partnerships (P3s) for S&B USA Concessions. He previously worked as the Director of Assets at Shikun & Binui Concessions in Israel, overseeing the construction, operation, and maintenance of numerous major P3 projects and served as CEO of S&B’s largest P3 project in Israel. Before joining S&B, Benjamin worked as an attorney in a leading firm in Tel Aviv and represented private companies, Israeli and foreign government entities, banks, and financial institutions in P3 and Project Financing. Benjamin holds a degree in Law from the Hebrew University of Jerusalem.
