As Chief Executive Officer of S&B USA Construction, Jim has had more than four decades of industry experience - including 33 years of dedicated service to Joseph B. Fay Company and S&B USA. His long-standing leadership and deep institutional knowledge uniquely position him to guide the company's continued growth and success. In his most recent role as Executive Vice President of S&B USA Construction, Mr. McNelis led strategic initiatives across the organization and directed all preconstruction departments, including Alternative Delivery, Business Development, Commercial, and Estimating. His expertise in alternative delivery methods and ability to cultivate trusted industry relationships have been instrumental in securing multi-billion-dollar projects across the region. He is an active contributor to the broader construction community, serving on the boards of several leading industry associations and as a trustee for multiple union and labor trust funds. In these roles, he supports workforce development, labor relations, and the advancement of industry standards.

Lucas has over 15 years of infrastructure development and investment experience, having led the development and financing of a total value of $8 billion of major transportation P3 projects, including the PA Major Bridges. He joined the company in 2017 and was instrumental in securing S&B USA's two most recent P3 wins, the Fargo-Moorhead Diversion Channel (2021) and the PennDOT Major Bridges Program (2022). Prior to joining S&B USA, he led the development of high-profile highway infrastructure projects, including managed lanes, while working for Cintra US and Vinci Concessions USA. Lucas graduated from the University of Texas with a Master of Science in Transportation Engineering and from Escuela Superior Tecnica del Ejercito in Argentina with a Civil Engineering degree.

Laurie is responsible for S&B USA's strategic human capital strategy, driving strategic initiatives to support growth and foster a culture of excellence, collaboration and inclusion. She is also responsible for the External Affairs, Communications and Sustainability functions. Laurie has over 30 years of human resource experience in various leadership roles with both Alcoa and, most recently, Concordia Lutheran Ministries. Laurie has a strong background and experience in talent acquisition, people development, talent planning and succession, diversity and inclusion, leadership development, and HR technology and analytics. She is known for creating business partnerships and talent plans with executive leadership teams to deliver the company's strategic business priorities.
Jessica oversees and leads all legal and compliance activities. She plays a key role supporting the company's growth across its activities—construction, concessions, collaboration with our parent company, compliance, capital markets and more. Jessica brings over two decades of experience in senior leadership roles—including chief administrative officer, chief legal officer, chief procurement officer and general counsel—spanning private-equity backed, public, multinational and multi-billion-dollar organizations. Jessica earned a Bachelor degree, magna cum laude, from Immaculata University and a Juris Doctor (JD) from Temple University's Beasley School of Law. Jessica's leadership and influence extend beyond her in-house leadership roles, as evidenced by her community involvement and external recognition, including the 2023 Titan 100 - Philadelphia award and the Philadelphia Business Journal's Corporate Counsel Rising Star award in 2015.

Amir is responsible on an interim basis for all accounting, financial reporting, treasury, financial planning and analysis, investor relations, tax, audit, governance, sureties, insurance, and corporate structure for our Construction and Concessions groups. Amir brings over a decade of financial leadership experience in the industry, including the past two and a half years as a key member of the S&B USA Finance team supporting both the Construction and Concessions divisions. He began his career as an assistant accountant and steadily advanced to become Deputy Head of Finance at Solel Boneh, our parent company’s civil engineering and construction arm in Israel, where he also led the Treasury department. Earlier, Amir was an auditor with KPMG in the Real Estate and Infrastructure practice, where he worked with publicly traded companies. He earned a Bachelor of Arts in Business Administration with a specialization in accounting and is a CPA.
