Pittsburgh, PA — S&B USA, a leading developer of public-private partnerships (P3) and an award-winning heavy civil contractor, has established a joint venture with Francis Energy, owner of the fifth-largest electric vehicle (EV) fast-charging network in the country. The joint venture will deliver state-of-the-art EV charging sites throughout Pennsylvania and will mark the first at-scale commercial launch of S&B USA eMobility, a new venture of S&B USA.

The joint venture was selected for three Round 1 awards of the National Electric Vehicle Infrastructure (NEVI) program. The joint venture between S&B USA eMobility and Francis Energy was awarded three sites:

• Beaver Falls: Chippewa Center at 2580 Constitution Blvd.
• Chambersburg: Chambersburg Square at 986 Norland Ave.
• Carlisle: Sheetz at 1900 Ritner Hwy.

S&B USA eMobility will provide financing and utility construction for the sites. Each site will consist of four direct current fast charger (DCFC) stations with a minimum output of 150 kWh and a maximum output of 300+ kWh. S&B USA eMobility and Francis Energy expect these sites to be among the first NEVI stations installed in the nation.

S&B USA, headquartered in Pittsburgh, Pennsylvania, has a 75-year history in construction and project development of heavy civil and utility jobs through its subsidiary Joseph B. Fay (Fay). The joint venture will leverage Fay’s local presence and knowledge of permit requirements to expedite charging site construction and create local jobs in communities throughout the Commonwealth.

In the years to come, the joint venture will continue to collaborate to develop other charging locations to transition public and private fleets. S&B USA eMobility and Francis Energy are willing to work with other grant recipients and landowners to design, build, finance, operate and/or maintain charging facilities across the Commonwealth.

While S&B USA eMobility is an expansion of its infrastructure capabilities, S&B USA continues to invest in its legacy lines of business. Currently, Fay, S&B USA Construction, is building the Beaver River Bridge for the Pennsylvania Turnpike—located just 10 minutes from the Beaver Falls NEVI site. S&B USA is also replacing six bridges along Pennsylvania interstates through a P3 procurement with PennDOT.

Francis Energy built the nation’s first contiguous statewide EV fast-charging network, with stations virtually every 50 miles across Oklahoma. The Francis network currently includes over 150 locations in Oklahoma, Missouri, Kansas, New Mexico, Alabama, and Ohio, with a project near completion in Arkansas. Construction on the Illinois projects will begin soon. Francis Energy is expanding operations into 40 states over the next 12 months.
